This invitation for Expression of Interest (EoI) follows the General Procurement Notice for South West Indian Ocean Fisheries Governance and Shared Growth Program – SWIOFish that was published in the Development Business, issue No. WB 4892 of October, 2015.

The Government of the United Republic of Tanzania has a received a Credit from the International Development Association (IDA) towards the cost of the SWIOFish program and intends to apply part of the proceeds for the consultancy service to Develop Communication, Education and Awareness Raising Strategy.

The objective of the consultancy is to develop a Communication and Awareness Raising Strategy (CARS). The CARS will facilitate coordinated, timely and effective communication with key shareholders, as well as raise public awareness, leading to a better understanding and appreciation of the role that the project will play in resolving marine and coastal issues. The CARS will become an important element to engage project stakeholders, and facilitate the success of project-supported initiatives.

These services include:

Establish CARS objectives. The CARS will identify strengths and challenges, and contribute to the successful implementation of the project components.
Identify target audiences. The consultant will map the different stakeholders and identify which are the main audiences towards which the communications should be focused.
Develop methods to convey messages to each audience group by evaluating existing communication tools such as TV, Facebook pages, mass SMS platforms, radio programs, newspaper partnership and others.
Conduct consultations with the key audiences to validate the proposed methods. The consultant will consult with selected target audiences to better understand their needs, their request and their preferred methods to receive and share information.
Formulate an Action Plan that will guide the implementing agencies (MALF, MANRLF and DSFA) in how to bring the CARS into practice.
Prepare a Monitoring and Evaluation System to illustrate the effectiveness of the CARS.
Design a Capacity-Building Plan to strengthen the communications functions within the three implementing agencies.

The Ministry of Agriculture, Livestock and Fisheries (MALF) now invites eligible individuals consultants (`Consultants`) to indicate their interest in providing the Services. Consultants should indicate their interest by submitting an up-to-date Curriculum Vitae (CV) with information demonstrating that they have the required qualifications and relevant experience to perform the Services.

A consultant will be selected in accordance with the procedures set out in the World Bank`s Guidelines: Selection and Employment of Consultants by World Bank Borrowers; January 2011 revised July, 2014. The Procurement Method will be Individual Consultant (IC)

Late Expressions of Interest shall not be accepted for evaluation irrespective of the circumstances.
